Map of critical needs

BlueGOV maps the key challenges, needs and opportunities for integrating ocean literacy into coastal governance. Through consultation with coastal authorities and stakeholders, the project identifies barriers, existing practices and priority areas for action. The resulting critical needs matrix and training framework provide an evidence-based foundation for practical resources, capacity building and future policy dialogue.

Training materials

The project develops flexible training content to help coastal authorities and stakeholders better understand ocean literacy and apply it in their daily work. The materials cover themes such as the foundations of ocean literacy, its role in governance, community and stakeholder engagement, and sustainable coastal development, including tourism and the blue economy.

Ocean Literacy Toolbox

The BlueGOV Toolbox offers practical guidance for turning ocean literacy into action. It includes step-by-step support, best practice examples, self-assessment tools and communication resources that can be adapted to different coastal contexts. The toolbox is designed to help local actors strengthen ocean-conscious planning, improve community engagement and support more sustainable decisions.

Pilot insights and
capacity-building resources

BlueGOV tests and refines its resources through capacity-building activities in pilot regions representing the Baltic, Atlantic and Mediterranean coastal contexts. These activities bring together local authorities, community representatives, environmental organisations, educators, researchers, tourism actors and other stakeholders to explore shared challenges and co-create practical approaches.

Recommendations for ocean-conscious governance

Building on the research, training development and pilot activities, BlueGOV produces practical recommendations to support the integration of ocean literacy into local and regional governance. These resources aim to inspire long-term change by helping coastal communities move from awareness to action, and by encouraging decision-making that recognises the ocean as part of our shared environment, economy and future.
